Why these characters exist
Not a block at all. These come from the International Phonetic Alphabet and Phonetic Extensions, where a small capital is a distinct speech sound rather than a typographic style.
What the set is missing
The most incomplete set here. There is no small capital Q and no small capital X, and the S at U+A731 sits in a different block from the rest, so many converters skip it and leave a plain lowercase s in the middle of a styled word.
